Ho va definir perfectament el president del Consell Assessor per a la Transició Nacional Carles Viver i Pi-Sunyer en el dia de Moment Zero d’aquest dijous: la consulta no es pot aturar perquè ara mateix és una fórmula que s’executa per si mateixa. Els voluntaris ho són a títol personal, la gent té la papereta a casa, impresa o a l’ordinador, la Generalitat no dóna ordres sinó recomanacions, la societat civil s’organitza pel seu compte, etc. Per tant, és molt difícil d’aturar. L’Estat hauria d’emprar la força policial o militar per fer-ho. No és previsible que això passi.

Tota la pressió, doncs, es troba en el costat dels que impulsen la consulta. Una pressió derivada tant per la necessitat d’assolir un gran èxit de participació com pels obstacles que ho dificulten. El fet que no hagi pogut emmarcar-se en una convocatòria institucional amb tota la legitimitat que comportaria converteix el vot mateix en un acte de militància. D’altra banda, poden sorgir nombrosos inconvenients que caldrà que els voluntaris solventin, com per exemple el desplaçament de persones amb mobilitat reduïda.

Però el més evident és l’escassetat de “col·legis” electorals. I aquest fet, que és una debilitat de la consulta, paradoxalment, n’oferirà la imatge més exitosa que podria donar-se: la de gent fent llargues cues per votar el 9N. Davant del món, la tossuderia inflexible del govern espanyol esdevindrà un gran ridícul insostenible. I la mobilització dels catalans proconsulta, una vegada més, esdevindrà un acte extraordinari d’imaginació social en favor de la democràcia.

It was perfectly set by the president of the Advisory Council for the National Transition, C. Viver Pi-Sunyer, in the Moment Zero lunch, last Thursday: the referendum in Catalonia can not be stopped right now because it is a formula that runs itself. Volunteers are not officials, people have the ballot at home, printed or inside the computer, the Government does not send orders but only recommendations to people, civil society is selforganizing on their own its forward actions, etc. Therefore, how could be stop it? The state would have to use police or military force to do so. But it is not expected that to happen.

All the pressure, then, is on the side of the supporters to the referendum. Pressure arising from the need to achieve both a high level of participation and the obstacles that hinder it. The fact that it has been framed in a call with institutional legitimacy to lead all turns the vote in an act of militancy. Moreover, many problems can arise that will need be solved, such as the travels of disabled persons to poll stations.

But the most obvious is the lack of enough poll stations. And this, which is a weakness of the consultation, paradoxically, will be the most successful picture of the day: people making long queues to vote on the 9N. In the eyes of the world, the inflexible obstinacy of the Spanish government will became an unsustainable ridiculous. And the mobilization of the Catalans, once again, will become an extraordinary act of social imagination in favour of democracy.
